Tudor Owen

Roy Tudor Owen (20 January 1898 – 13 March 1979), known professionally as just Tudor Owen, was a Welsh-American character and voice actor. Owen was most famous for voicing the role of Towser in the 1961 Disney movie One Hundred and One Dalmatians.
